All CEE economies, including my country Montenegro, experienced high growth before the crisis. Membership to the EU and NATO or prospects of it contributed a lot to such economic growth in the Smithian sense of the market expansion and division of labour.

I think that the crisis was an important lesson for all and it enabled us in identifying the deficiencies of our economies and pursuing us in finding the long – term sustainable solutions. I believe that the solution to this should be found in the structural reforms area, improving the business environment and prudential fiscal policy, which will contribute to accelerated recovery of our economies, but also to a kind of a global economic system leveraging.

Economically speaking, all regional countries share the same destiny, thus mutual policy cooperation and infrastructure – related projects is required. In the forthcoming period, it is necessary to increase mutual cooperation especially in the cross – border cooperation. Investments in qualitative infrastructure are providing incentives to the economic growth, representing an important component of the anti – corruption policy, and by signing the Treaty we are additionally contributing to the achievement of objectives
